Beijing frames it as \u201cconstructive strategic stability\u201d; U.S. Secretary of State Marco Rubio calls it a \u201cstrategic stability point.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">For the first time in decades, the United States concedes that China now matches it in both economic and military weight\u00a0\u2013 an equilibrium no other nation has achieved since the Cold War.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This recognition cements China-U.S. ties as the axis of global order and international security. It also signals a new deterrent reality: China can now enforce its red lines, especially on Taiwan, curbing unilateral U.S. moves. <\/span><a href=\"https:\/\/mail.google.com\/mail\/u\/0\/#label\/china\/FMfcgzQgLrxVJgFcFjpRJzxtJqSdxnNr\"><span style=\"font-weight: 400\">Confrontations have cooled<\/span><\/a><span style=\"font-weight: 400\">\u00a0\u2013<\/span><span style=\"font-weight: 400\"> for now\u00a0\u2013 ushering in a phase of managed competition across the Indo-Pacific.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In this context, the Quadrilateral Security Dialogue (the Quad) formed in 2007 by Australia, India, Japan, and the United States with the intent of countering Chinese power, is being given a secondary role.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The role envisaged for the Quad was dictated by U.S. Secretary of State Marco Rubio in the <\/span><a href=\"https:\/\/www.thehindu.com\/news\/national\/quad-foreign-ministers-meet-s-jaishankar-indo-pacific-ties-delhi-live-updates-may-26-2026\/article71023497.ece\"><span style=\"font-weight: 400\">Quad Foreign Ministers meeting<\/span><\/a><span style=\"font-weight: 400\"> in Delhi on May 26, 2026: the U.S. wants the Quad members to assist access to critical minerals, enhance U.S. energy sales, and help boost maritime surveillance and port infrastructure across the Indo-Pacific.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet, this functional repositioning comes against the backdrop of a larger strategic shift. While Washington and Beijing have declared a new phase of \u201cstrategic stability,\u201d fundamental differences remain.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The U.S. continues to seek dominance, while China insists on parity. Washington has floated the idea of <\/span><a href=\"https:\/\/frontline.thehindu.com\/world-affairs\/trump-xi-beijing-meeting-analysis\/article70993683.ece\"><span style=\"font-weight: 400\">a G\u20112 arrangement<\/span><\/a><span style=\"font-weight: 400\">\u00a0\u2013<\/span><span style=\"font-weight: 400\">\u00a0spheres of influence within a bipolar order \u2013 but <\/span><a href=\"https:\/\/www.business-standard.com\/world-news\/china-spurns-g2-global-co-governance-says-world-needs-collective-efforts-126030800363_1.html\"><span style=\"font-weight: 400\">Beijing has repeatedly rejected it<\/span><\/a><span style=\"font-weight: 400\">. Instead, China remains committed to <\/span><a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/wjbzhd\/202603\/t20260308_11870524.html\"><span style=\"font-weight: 400\">a multipolar global system<\/span><\/a><span style=\"font-weight: 400\"> anchored by major powers within BRICS, a stance reinforced in the joint <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2026\/5\/20\/multipolar-world-what-xi-and-putin-announced-after-beijing-summit\"><span style=\"font-weight: 400\">China-Russia declaration<\/span><\/a><span style=\"font-weight: 400\"> of May 20, following Trump\u2019s visit to Beijing.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The U.S. is restructuring its foreign policy, shifting its primary security theatre from Europe to the Asia-Pacific\u00a0\u2013 a process set in motion with Obama\u2019s <\/span><a href=\"https:\/\/www.brookings.edu\/articles\/the-american-pivot-to-asia\/\"><span style=\"font-weight: 400\">\u201cPivot to Asia,\u201d<\/span><\/a><span style=\"font-weight: 400\"> and now fully evident in the Trump administration\u2019s tensions with NATO allies. Structural changes mark a departure from the traditional hub-and-spoke alliance model: allies are graded by utility to U.S. interests, with diversification beyond NATO.<\/span><\/p>\n<p><span style=\"font-weight: 400\">At the top tier are the \u201cmost favored nations\u201d such as Australia, Japan, and South Korea, with whom Washington is building a denser, networked security architecture. Japan is the lynchpin. Prime Minister Takaichi Sanae has pledged Japan\u2019s readiness for <\/span><a href=\"https:\/\/time.com\/7337322\/japan-china-takaichi-spat-taiwan\/\"><span style=\"font-weight: 400\">kinetic war in defense of Taiwan<\/span><\/a><span style=\"font-weight: 400\">, positioning the country as a proxy, much like Ukraine in Europe. <\/span><a href=\"https:\/\/asiatimes.com\/2026\/04\/japan-is-becoming-the-hinge-of-indo-pacific-deterrence\/?utm_source=The+Daily+Report&amp;utm_campaign=88c9a0677f-DAILY_16_12_2025_COPY_01&amp;utm_medium=email&amp;utm_term=0_1f8bca137f-88c9a0677f-31675513&amp;mc_cid=88c9a0677f&amp;mc_eid=320504c79c\"><span style=\"font-weight: 400\">Tokyo operates across alliance structures, mini-lateral groupings<\/span><\/a><span style=\"font-weight: 400\"> like the Quad, and defense-industrial partnerships.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Under the <\/span><a href=\"https:\/\/www.whitehouse.gov\/releases\/2025\/10\/u-s-japan-technology-prosperity-deal\/\"><span style=\"font-weight: 400\">October 2025 Japan-U.S. bilateral agreement<\/span><\/a><span style=\"font-weight: 400\">, Japan is not merely a host for U.S. bases but a defense supplier and geopolitical connector in the Indo-Pacific.<\/span><\/p>\n<p><span style=\"font-weight: 400\">South Korea is envisioned similarly. Leveraging Seoul\u2019s security anxieties over North Korea, Washington extracted a $150 billion commitment to <\/span><a href=\"https:\/\/newsonair.gov.in\/south-korea-us-sign-mou-to-strengthen-bilateral-cooperation-in-shipbuilding\/\"><span style=\"font-weight: 400\">bolster the U.S. shipping industry<\/span><\/a><span style=\"font-weight: 400\">, at the expense of South Korea\u2019s own. This underscores the transactional nature of the new grading system. Its third security partner in the Indo-Pacific is Australia (as usual) and the <\/span><a href=\"https:\/\/www.pacom.mil\/Media\/NEWS\/Article\/3350502\/philippines-us-announce-locations-of-four-new-edca-sites\/\"><span style=\"font-weight: 400\">fourth is the Philippines<\/span><\/a><span style=\"font-weight: 400\"> with expanded logistics and basing agreements to support U.S. operations.<\/span><\/p>\n<p><span style=\"font-weight: 400\">These partners form the basic structure of the new U.S. Asia-Pacific strategy.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In its drive for global domination under the \u201cMake America Great Again\u201d banner, Washington is leveraging allies like India, Brazil, and the UAE for distinct purposes. The United States builds on regional security anxieties to sustain arms sales, secure supply chains, and deepen economic integration.<\/span><\/p>\n<p><span style=\"font-weight: 400\">India\u2019s pledge to invest $500 billion in the U.S. economy \u00a0\u2013 <\/span><a href=\"https:\/\/www.ft.com\/content\/feb365b4-ebdd-4fc5-a2d6-20e62de7ac8d?syn-25a6b1a6=1\"><span style=\"font-weight: 400\">a move the Financial Times termed \u201cbizarre\u201d<\/span><\/a><span style=\"font-weight: 400\"> \u2013 illustrates how New Delhi is being integrated as the \u201cback office\u201d for American technology firms and water-intensive AI plants. Across the board, the common denominator for U.S. allies is production capacity, rare earth minerals, and energy flows \u2013 particularly, sales of U.S. oil\u00a0\u2013 all vital to American industry and financial interests.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Within this paradigm shift, both India and the Quad have been relegated to secondary positions. India had long pressed for a Quad summit and a Trump meeting, but Washington\u2019s priorities lie elsewhere: China, the Gulf conflict, and regime-change agendas in Latin America.<\/span><\/p>\n<p><span style=\"font-weight: 400\">More tellingly, the United States prioritized a <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2026\/4\/14\/us-indonesia-sign-major-defence-cooperation-agreement\"><span style=\"font-weight: 400\">major defense agreement with Indonesia<\/span><\/a><span style=\"font-weight: 400\"> on April 14, 2026. The strategic logic is clear: the Straits of Malacca, just 2.8 km wide, carry 70 percent of China\u2019s oil imports daily and account for 24 percent of global seaborne trade. Control of this chokepoint underscores America\u2019s focus on constraining China\u2019s lifelines rather than elevating India or the Quad.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Rubio has tried to smoothen some ruffled Indian feathers but has remained firm on U.S. interests that keep India in an asymmetrical position and lower grade. India will buy U.S. weapons, more oil from the U.S. and countries as directed by the U.S. such as the UAE and Venezuela, while the U.S. will decide when and how India can buy cheaper oil from Russia or Iran.<\/span><\/p>\n<p><span style=\"font-weight: 400\">India will bend to the U.S. tariffs and sanctions regime, go slow on the International North-South Transport Corridor on which it has invested millions of dollars. Moreover, India will consider the U.S. sensitivities in the important BRICS meeting, which India chairs and will host in September 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The U.S. has shifted to economic nationalism and recognises its co-dependency with China. It sees Russia as European military power with access to the Arctic and leverage with the South.
