Hieromonk Iakov Vorontsov, a former Russian Orthodox priest who was <\/span>defrocked<\/span><\/a> in 2023 after publicly criticizing Russia\u2019s full-scale invasion of Ukraine, had already spent more than three months in detention when he was transferred by Kazakhstan\u2019s authorities to a psychiatric institution in Almaty last week.<\/span><\/p>\n

Vorontsov was <\/span>arrested<\/span><\/a> in February on drug-related charges that he and his supporters have characterized as politically motivated. After his placement in pre-trial detention, the former priest\u2019s beard was shaved, his hair cut short, and his Bible and prayer book were taken away.\u00a0<\/span><\/p>\n

He is now being forced to undergo a mandatory psychiatric evaluation while being held in the care of a mental institution, according to extracts of a court ruling <\/span>published<\/span><\/a> on May 21 by Radio Azattyq, RFE\/RL\u2019s Kazakh service. Under Kazakh law, the evaluation period may last up to one month, though it can be extended further.<\/span><\/p>\n

The move, which was made against Vorontsov\u2019s will, has been widely denounced by local human rights lawyers and advocacy groups, not least as it evokes one of the Soviet Union\u2019s most <\/span>infamous<\/span><\/a> tools of political repression \u2014 punitive psychiatry.<\/span><\/p>\n

But beyond the symbolism, Vorontsov\u2019s legal representatives say the ruling itself was issued in violation of several fundamental due-process guarantees, including the right to mount a defense.\u00a0<\/span><\/p>\n

\u201cA trial was simply conducted and a decision was made to send [Vorontsov] for compulsory examination,\u201d Dias Akhmetov told The Diplomat, adding that neither he nor co-counsel Galym Nurpeisov had been notified about the hearing at which the decision was made. They found out four days after it was issued.<\/span><\/p>\n

According to Akhmetov, he and Nurpeisov appealed the ruling, but local authorities transferred Vorontsov to the mental institution before their petition was reviewed.<\/span><\/p>\n

Kazakhstan\u2019s International Bureau for Human Rights and the Rule of Law, the country\u2019s leading human rights NGO, has also <\/span>condemned<\/span><\/a> the decision to commit Vorontsov, arguing that the court committed a \u201cserious violation\u201d of the country\u2019s criminal procedure legislation by failing to notify either Vorontsov or his legal representatives of the hearing.<\/span><\/p>\n

The organization also noted that Kazakhstan\u2019s health legislation only permits involuntary psychiatric examination when there are signs that an individual poses danger to themself or to others \u2014 conditions that, it argues, had not been demonstrated in Vorontsov\u2019s case.<\/span><\/p>\n

Vorontsov\u2019s lawyers and associates insist he has shown no signs of mental illness.\u00a0<\/span><\/p>\n

A supporter of his movement, Geniyat Issin, <\/span>noted<\/span><\/a> on social media in April that the defrocked priest has \u201cmaintained a religious role in prison\u201d and had convinced a cellmate not to commit suicide. Akhmetov, who saw Vorontsov shortly before he was transferred to the mental institution, described him to The Diplomat as being \u201cin good health, in high spirits.\u201d\u00a0<\/span><\/p>\n

\u201cAs always, he was speaking about God, about faith, about truth, about justice,\u201d he said.<\/span><\/p>\n

Vorontsov first rose to prominence in Kazakhstan after publicly condemning Russia\u2019s full-scale invasion of Ukraine in 2022, signing an anti-war <\/span>appeal<\/span><\/a> by Orthodox clergy and <\/span>urging<\/span><\/a> Kazakhstan to cease participation in the Collective Security Treaty Organization (CSTO) and the Eurasian Economic Union (EAEU), two Russia-led international organizations.<\/span><\/p>\n

He later spearheaded a movement to register an Orthodox religious organization in Kazakhstan independent of the Russian Orthodox Church, and petitioned the Ecumenical Patriarchate of Constantinople for autocephaly, or self-governing status. The move would have severed all formal religious ties with Moscow, and added Kazakhstan to a growing list of countries, including <\/span>Ukraine<\/span><\/a> and <\/span>Estonia<\/span><\/a>, where two Orthodox churches effectively exist simultaneously.\u00a0<\/span><\/p>\n

In December 2025 and January 2026, Vorontsov submitted documents to Kazakhstan\u2019s authorities seeking to register his religious organization. He has <\/span>said<\/span><\/a> he was rejected on multiple occasions by the Almaty Department of Justice without explanation.<\/span><\/p>\n

The Orthodox Church in Kazakhstan has long been under the jurisdiction of the Russian Orthodox Church. Orthodox priests there must honor the Kremlin-friendly Patriarch Kirill during religious services, and its administrative structures essentially answer to Moscow.\u00a0<\/span><\/p>\n

\u201cWhen the Church began to take a non-evangelical path, when its leadership began campaigning for Putin and departed from the Gospel, I did not see how, as a Christian, I could continue to belong to this organization,\u201d he <\/span>explained<\/span><\/a> to local independent news outlet Vlast.kz last year.\u00a0<\/span><\/p>\n

To supporters, Vorontsov represented an attempt to create a form of Orthodoxy in Kazakhstan less bound to Moscow\u2019s political agenda. Critics within the Russian Orthodox Church , however, <\/span>rejected<\/span><\/a> his movement as schismatic and as detrimental to \u201cthe spiritual health of society.\u201d\u00a0<\/span><\/p>\n

In mid-January, a video message addressed to Kazakhstan\u2019s President Kassym-Jomart Tokayev <\/span>appeared<\/span><\/a> on the Telegram channel of Archpriest Alexander Suvorov, a senior clergyman in the Orthodox Church of Kazakhstan, in which several local Orthodox priests demanded that a criminal case against Vorontsov for \u201cinciting interfaith hatred,\u201d an offense punishable by up to seven years in prison.\u00a0<\/span><\/p>\n

One month later, local authorities <\/span>detained<\/span><\/a> Vorontsov after police said narcotics had been discovered during a nighttime search of his Almaty apartment. Initially sentenced to 10 days\u2019 detention for non-medical drug use, he was later charged with drug possession and \u201cmaintaining a drug den.\u201d Vorontsov denies any wrongdoing.<\/span><\/p>\n

In March, the U.S. Commission on International Religious Freedom <\/span>included<\/span><\/a> Vorontsov on a list of individuals allegedly being persecuted for their religious beliefs.<\/span><\/p>\n<\/section>\n","protected":false},"excerpt":{"rendered":"
