protesters took to the streets over repeated entrance exam paper leaks.<\/b><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">His departure has allowed Prime Minister Narendra Modi to tide over an immediate crisis, but keeping youth discontent in check may well remain a long-term challenge for his government.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">While Modi quickly announced <a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/pm-announces-fast-track-courts-for-paper-leak-cases-to-safeguard-the-future-of-youth\/\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\">fast-track courts <span class=\"visually-hidden ssrcss-i2z2ig-VisuallyHidden e16en2lz0\">, <!-- -->external<\/span><\/a>to try those accused in the leaks and appointed tech billionaire Nandan Nilekani to lead a government effort to <a href=\"\/news\/articles\/c1m1gz1nx45o\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\">reform<\/a> the examination system, a more concerted effort may be needed to quell the anxieties of the young, who say they are losing patience with a system that&#8217;s unable to offer them better livelihood opportunities or education that leads to productive employment.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;The labour market has become brutal in the last 10 years. Non-farm jobs have not been growing and real wages have stagnated,&#8221; Santosh Mehrotra, a veteran economist and author of a new book India Out of Work: Rethinking India&#8217;s Growth Story, told the BBC.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;India has a simultaneous problem. The economy is structurally weak as a result of which demand for labour is not growing. And our education system is so poor, that it is unable to supply new labour that is employable.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">So far, rapid GDP growth fuelled by heavy state expenditure on infrastructure has been the government&#8217;s default defence against criticism about the uneven nature of India&#8217;s economic growth trajectory.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But the upheaval of the last month may finally push them to confront the crisis in education and the challenge of youth unemployment, say experts.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The &#8220;unprecedented growth in India&#8217;s welfare state&#8221;, particularly <a href=\"\/news\/articles\/c0jy8zyn663o\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\">direct cash transfers,<\/a> is an indication, Mehrotra says, that at least privately the government has recognised the problem.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But the task of fixing it is enormous.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-block=\"image\" class=\"ssrcss-l7emlr-ComponentWrapper e1aon0op1\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"image\" class=\"ssrcss-1uy5kw5-FullWidthWrapper ep2nwvo1\">\n<figure class=\"ssrcss-hc6arm-StyledFigure e34k3c22\">\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><span class=\"ssrcss-p8vpbp-Placeholder etlorgc0\"><img decoding=\"async\" alt=\"A protester member holds a placard demanding exam reforms during a peaceful protest at Jantar Mantar in Delhi in July this year. \" loading=\"lazy\" src=\"https:\/\/ichef.bbci.co.uk\/ace\/standard\/1024\/cpsprodpb\/8c0f\/live\/fbe810c0-8c9d-11f1-b8ee-9b3c26ad07bb.jpg\" width=\"1024\" height=\"683\" class=\"ssrcss-egie1y-Image edrdn950\"><\/span><span role=\"text\" class=\"ssrcss-tzgxt7-StyledFigureCopyright e34k3c20\"><span class=\"visually-hidden ssrcss-i2z2ig-VisuallyHidden e16en2lz0\">Image source, <\/span>Getty Images<\/span><\/div><figcaption class=\"ssrcss-3uli8u-StyledFigureCaption ehbdhz00\"><span class=\"visually-hidden ssrcss-i2z2ig-VisuallyHidden e16en2lz0\">Image caption, <\/span><\/p>\n<div class=\"ssrcss-15twdc6-Stack e1y4nx260\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">India&#8217;s Gen-Z protests forced the country&#8217;s education minister to resign last month <\/p>\n<\/div>\n<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<\/div>\n<div data-block=\"text\" class=\"ssrcss-vxwoax-ComponentWrapper e1aon0op1\">\n<div class=\"ssrcss-126h8e-Spacer e1aon0op0\">\n<div data-testid=\"rich-text\">\n<div class=\"ssrcss-nqezkk-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">India has the world&#8217;s largest youth population with over 360 million people between the ages of 15 and 29.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">There&#8217;s been great progress in education enrolment and the number of private colleges and vocational training institutes have gone up exponentially in the last two decades.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, &#8220;the transition from education to employment remains a major challenge, particularly for graduates&#8221;, according to the <a href=\"https:\/\/azimpremjiuniversity.edu.in\/publications\/2026\/report\/swi-2026\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\">State of Working India 2026 report <span class=\"visually-hidden ssrcss-i2z2ig-VisuallyHidden e16en2lz0\">, <!-- -->external<\/span><\/a>from Azim Premji University.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Unemployment rates among the young are nearly four times higher than the non-youth and also much higher than global averages.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The problem is not new. Graduate unemployment has hovered around the 35-40% level for the last 25 years.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But it has been &#8220;magnified&#8221; in recent years owing to India&#8217;s demographic surge &#8211; or a growing size of the population entering the workforce &#8211; and improved education outcomes.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In 1983, 4% of 20 to 29-year-olds were graduates, and 13% of them were unemployed. In 2023, 28% were graduates and among them 67% were not employed.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Quality of education remains a major challenge affecting employability while the expansion in the number of graduates has not been matched by commensurate growth in graduate employment.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Between 2004-05 and 2023, while approximately five million graduates were added each year, only around 2.8 million found employment, and an even smaller share entered salaried employment, contributing to rising graduate unemployment and slowing earnings growth,&#8221; the report finds.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Moreover, there is no evidence that aspiration is being rewarded. And manufacturing employment fell for five years after 2015 and has only now climbed back up slightly above those levels.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Meanwhile, Mehrotra says, total employment in agriculture has actually risen by 80 million people after 2020, a sure sign of disguised unemployment. This is because workers in a fast industrialising economy typically move out of agriculture into services or manufacturing as seen across the world.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">All of these challenges have been compounded by the fact that the business model of key job-creating industries like software &#8211; a mainstay of the Indian middle class dream for three decades &#8211; has been <a href=\"\/news\/articles\/c5yrq1090p8o\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\">challenged <\/a>by the advent of AI.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In a recent report, Wall Street Bank Goldman Sachs estimates that 8-12% of non-farm jobs in India are at the risk of being substituted by AI. And education institutions will have to pivot to providing vocational skills rather than just knowledge-based learning.
