What it can do is temporarily reintroduce internal border controls,\u201d he said.<\/p>\n<p>Such controls are, in fact, a well-worn feature of the passport-free zone.<\/p>\n<p>According to the Asylum Information Database (AIDA), run by the European Council on Refugees and Exiles (ECRE), at least six member states \u2013 Austria, Denmark, France, Germany, Norway and Sweden \u2013 have kept some form of internal controls almost continuously since 2015, and nine states maintained them throughout 2025.<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p>Europe\u2019s refugee crisis peaked in 2015, when more than a million people arrived in the European Union. Germany reinstated border controls with Austria after roughly 40,000 arrivals in one weekend; Austria, France, Sweden, Norway and Denmark soon followed.<\/p>\n<h2 id=\"nothing-more-than-political-theatre\">\u2018Nothing more than political theatre\u2019<\/h2>\n<p>But Italy\u2019s move represents\u00a0\u201cthe first time that a country has unilaterally reinstated Schengen border controls based on a large number of arrivals in a country with which it doesn\u2019t share internal borders,\u201d said Eleonora Testi, ECRE\u2019s senior legal officer.<\/p>\n<p>Colombi was more direct about the practical logic. \u201cThere is no realistic possibility for anybody from Ceuta to arrive in Italy,\u201d he said.<\/p>\n<p>Neither analyst sees the measure as a response to Ceuta itself so much as a template to demonstrate that a member state can invoke Schengen\u2019s emergency provisions over a crisis unfolding in another territory, for reasons that are more political than operational.<\/p>\n<p>That reading is echoed by rights groups.<\/p>\n<p>\u201cItaly\u2019s reintroduction of border controls with Spain is nothing more than political theatre. It\u2019s a savvy manipulation of EU law to show that the government is \u2018tough on migration\u2019, while effectively only causing problems to tourists and other people travelling from Spain to Italy [on a Schengen visa],\u201d said Chiara Catelli, advocacy officer at the Platform for International Cooperation on Undocumented Migrants (PICUM).<\/p>\n<figure id=\"attachment_4819262\" aria-describedby=\"caption-attachment-4819262\" style=\"width:770px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" class=\"size-arc-image-770 wp-image-4819262\" src=\"\/wp-content\/uploads\/2026\/07\/afp_6a6c964699fa-1785501254.jpg?w=770&amp;resize=770%2C512&amp;quality=80\" alt=\"TOPSHOT - Migrants swim around a border barrier with Morocco to enter Spain&apos;s north Africa&apos;s Ceuta enclave on July 31, 2026.\"><figcaption id=\"caption-attachment-4819262\" class=\"wp-caption-text\">People swam around a border barrier with Morocco to enter Spain\u2019s North African enclave of Ceuta on July 31, 2026 [AFP]<\/figcaption><\/figure>\n<p>Within days, 22 EU member states signed a joint letter aligning with Italy\u2019s position.<\/p>\n<p>Testi contrasted this with the EU\u2019s treatment of a comparable case, when Poland suspended the right to claim asylum at its border with Belarus in March 2025, in what AIDA described as a clear breach of EU and international law. There was no equivalent show of member-state solidarity \u2013 instead, an EU regulation was proposed to help Warsaw manage the crisis.<\/p>\n<p>\u201cThere is a different response in this case,\u201d Testi said, \u201cprobably because of the <a href=\"\/news\/2026\/7\/14\/country-grows-we-grow-too-1-million-migrants-seek-legal-status-in-spain\">general political positions<\/a> that Spain has held in comparison to most other European member states.\u201d<\/p>\n<p>At a time when most European countries shift towards tougher border and asylum measures, Prime Minister\u00a0Pedro Sanchez\u2019s socialist government in Spain has pursued a comparatively liberal migration policy, leaning on economic integration and legal pathways rather than deterrence. Recently, Madrid invited undocumented people to apply for legalisation, allowing them to work \u2013 and more than a million did so.<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p>For Colombi, Ceuta is not where Schengen\u2019s unravelling began.<\/p>\n<p>\u201cThe domino effect started back in 2015, and it\u2019s been facilitated by the European Commission not doing anything about it,\u201d he said.<\/p>\n<p>Germany reintroduced controls with Poland in 2023 and again in 2025. Italy itself has maintained controls on its border with Slovenia. In June 2026, the commission issued formal opinions urging the nine states with controls in place over 12 months to phase them out \u2013 guidance that appears to have had little practical effect.<\/p>\n<p>\u201cIf you have the one body that is supposed to enforce and implement EU law not enforcing EU law,\u201d Colombi said, \u201cit basically leaves all member states doing whatever they want \u2026 responding to their national electorate based on fears that they themselves have created.\u201d<\/p>\n<p>That is the crux of the existential argument.<\/p>\n<p>The European Pact on Migration and Asylum, meant to distribute responsibility more fairly across the bloc, became applicable on June 12, barely six weeks before Italy\u2019s move tested the scenario it was designed to manage.<\/p>\n<p>\u201cWe\u2019ve heard the narrative that the pact works, but only if arrivals are kept low \u2026 an asylum system has to function even in times of emergency,\u201d said Testi.<\/p>\n<h2 id=\"migration-is-not-the-existential-threat-it-s-portrayed-to-be\">\u2018Migration is not the existential threat it\u2019s portrayed to be\u2019<\/h2>\n<p>The political wrangling over migration comes at a critical time. Elections are due in 2027 in Italy, Spain and France.<\/p>\n<p>\u201cDepending on how the political tide changes \u2026 there might be centre-to-right-wing to extreme right-wing governments in all of Europe,\u201d she said, and with them, less appetite for solidarity when the next country \u2013 \u201cit could be Greece next time, it could be Bulgaria\u201d \u2013 faces a surge of arrivals.<\/p>\n<p>What led to the deadly <a href=\"\/features\/2026\/8\/2\/spanish-ceuta-witnesses-a-deadly-game-for-moroccan-migrants\">Ceuta crossings<\/a> \u2013 Moroccan pressure, a Spanish court ruling on deportations, or Spain\u2019s regularisation policy \u2013 has been debated.<\/p>\n<p>Jorge Tamames of Madrid\u2019s Elcano Royal Institute called it \u201cfirst and foremost a security, diplomatic, and humanitarian challenge, not a migratory one\u201d.<\/p>\n<p>But whatever caused the Ceuta crisis, the response is what CEPS and ECRE regard as the real test of the bloc\u2019s cohesion.<\/p>\n<p>\u201cSchengen is not in crisis because of what\u2019s happening within the EU,\u201d Colombi said. \u201cIt\u2019s how member states and the commission are dealing with these issues that is actually dismantling Schengen, dismantling freedom of movement for everybody \u2026 migration is not the existential threat it\u2019s portrayed to be.\u201d<\/p>\n<p>He said the real threat to the EU is what happens when member states discover that invoking Schengen\u2019s emergency powers against each other, for political reasons, carries no real cost.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>ListenListen (7 mins) Save Click here to share on social media share-nodes Share facebookxwhatsapp-strokecopylink googleAdd Al Jazeera on Googleinfo Spanish soldiers question a migrant, following mass crossings on foot and by sea from Morocco into Spanish territory, in Ceuta, Spain, August 1, 2026 [Fabian Bimmer\/Reuters] By Sunniya Ahmad Pirzada Published On 4 Aug 20264 Aug [&hellip;]<\/p>\n","protected":false},"author":0,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[],"class_list":["post-1817","post","type-post","status-publish","format-standard","hentry","category-uncategorized"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.2 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Italy suspends free movement with Spain: Is Schengen in crisis after Ceuta?
