counterpart and chief negotiator, <a href=\"\/news\/2026\/4\/19\/trump-says-us-seized-iran-flagged-ship-trying-to-get-past-hormuz-blockade\">Mohammad Bagher Ghalibaf<\/a>, according to government sources.<\/p>\n<p>It remains unclear if and when the two Iranian officials would travel to Islamabad.<\/p>\n<div class=\"aj-third-party-embed-wrapper\">\n<div class=\"consent-gate\"><\/div>\n<\/div>\n<p>The outreach came as US President Donald Trump accused leaders in Tehran of being \u201cunbelievably duplicitous\u201d over their handling of talks meant to end the war launched by the US and Israel in late February.<\/p>\n<p>\u201cThey ask for a meeting, some would say \u2018beg,\u2019 talks begin, with more scheduled in the immediate future, and they say, openly and proudly, that they\u2019re not having any discussions,\u201d Trump wrote on Truth Social.<\/p>\n<p>He separately told reporters this was Iran\u2019s <a href=\"\/news\/2026\/8\/3\/trump-blasts-duplicitous-iran-after-tehran-denies-it-is-in-talks-with-the-us\">\u201clast chance\u201d<\/a> to sign a \u201cgood document\u201d before \u201cdecapitation\u201d, warning again that Tehran faced <a href=\"\/news\/liveblog\/2026\/8\/3\/iran-war-live-trump-says-talks-set-to-begin-tehran-urges-us-to-honour-mou\">\u201ca deal or total surrender\u201d<\/a>.<\/p>\n<p>His comments followed Iranian Ministry of Foreign Affairs spokesperson <a href=\"\/news\/2026\/8\/1\/iran-warns-against-fire-of-war-amid-us-strike-threats-on-energy-sites\">Esmaeil Baghaei<\/a>\u2018s insistence that no talks with the US were under way, only technical discussions with Oman over the reopening of the <a href=\"\/economy\/2026\/7\/14\/piracy-will-trumps-20-percent-hormuz-toll-find-takers\">Strait of Hormuz<\/a>, a strategic waterway through which one-fifth of global oil supplies passed in peacetime.<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p>Baghaei, addressing reporters on Monday, reaffirmed that Pakistan remained \u201cthe mediator\u201d in talks concerning Iran and the US while Qatar continued to offer assistance \u201cif necessary\u201d.<\/p>\n<h2 id=\"a-conflict-without-an-exit\">A conflict without an exit?<\/h2>\n<p>Pakistan\u2019s position has remained broadly unchanged since the war began on February 28: advocating for restraint and calling for dialogue and a diplomatic solution.<\/p>\n<p>In April, the Pakistani government hosted in Islamabad the <a href=\"\/news\/2026\/3\/24\/pakistan-ready-to-host-us-iran-talks-can-latest-peace-push-work\">first direct US-Iran talks<\/a>\u00a0in decades. They culminated in the <a href=\"\/news\/2026\/6\/23\/why-irans-president-pezeshkian-is-heading-to-pakistan-after-us-iran-talks\">Islamabad Memorandum of Understanding<\/a> (MoU), signed in June by Pakistani Prime Minister Shehbaz Sharif, Iranian President Masoud Pezeshkian and Trump.<\/p>\n<p>Yet each attempt at de-escalation has unravelled within weeks. An April ceasefire collapsed within days, prompting a <a href=\"\/news\/2026\/4\/13\/us-blockade-of-iran-would-worsen-global-energy-crisis-analysts-say\">US naval blockade<\/a> on Iran\u2019s southern ports, while the MoU lasted barely a month as the two sides exchanged attacks and the US reimposed its naval blockade.<\/p>\n<p>Throughout successive weekly briefings in July, Pakistani Foreign Ministry spokesperson <a href=\"\/news\/2026\/4\/2\/pakistan-to-continue-with-iran-us-mediation-despite-obstacles\">Tahir Andrabi<\/a> has repeated that the MoU remains the framework for peace, even as the ceasefire it was meant to underpin has collapsed several times.<\/p>\n<p>This week, Pezeshkian said the MoU would act as \u201cthe centre of gravity\u201d of Iran\u2019s future foreign relations. \u201cWe must strive to compel the enemy to remain committed to what it has signed. The security of the country, the region and our allies will be enhanced by this memorandum,\u201d he wrote in a social media post.<\/p>\n<p>Speaking to Al Jazeera, Asif Durrani, Pakistan\u2019s former ambassador to Iran, described the memorandum as \u201ca foundational document\u201d rather than a dead one.<\/p>\n<p>\u201cPakistan could only facilitate, and that is what it has done sincerely, and that sincerity has been acknowledged internationally,\u201d he said.<\/p>\n<p>Grace Wermenbol, a former US national security official and senior visiting fellow at the German Marshall Fund, argued that the repeated breakdowns reflect a deeper problem.<\/p>\n<p>\u201cPersistent recurring conflict has eroded the trust necessary for a longer-term ceasefire,\u201d she told Al Jazeera.<\/p>\n<p>Mehran Kamrava, a professor of government at <a href=\"\/news\/2026\/5\/18\/pakistans-mediation-faces-limits-as-iran-us-tensions-deepen\">Georgetown University<\/a> in Qatar, went further, arguing the repeated failures say little about Pakistan\u2019s role.<\/p>\n<p>\u201cThe United States has no exit strategy, no clear objectives and no sense of what the end game is or ought to be, and it continues to move the goalposts,\u201d he told Al Jazeera.<\/p>\n<p>Iran, he added, is determined to retain leverage over the strait but knows it can only do so \u201cin conjunction with Oman and with the implicit, if not explicit, agreement of the rest of the GCC [Gulf Cooperation Council] states\u201d.<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p>That, he said, \u201cis the source of the intractability, not any failure of mediation\u201d.<\/p>\n<p>But Seyed Mojtaba Jalalzadeh, a <a href=\"\/news\/2026\/4\/20\/pakistan-ready-for-multi-day-us-iran-talks-but-tehran-unsure-about-joining\">Tehran-based<\/a> international relations analyst, argued that repeated failures<span style=\"font-size:22px\">\u00a0have downgraded Pakistan\u2019s role \u201cfrom that of a mediator capable of resolving the conflict to that of a facilitator with access to the parties\u201d.<\/span><\/p>\n<p>That access still matters, given the absence of direct US-Iran channels, but the goodwill is not unlimited, he warned.<\/p>\n<p>\u201cIf Pakistan promises more than it is capable of delivering, \u2026 its reputational capital will also erode over the long term,\u201d Jalalzadeh said.<\/p>\n<h2 id=\"not-the-only-actor\">Not the only actor<\/h2>\n<p>Pakistan is not the only country engaged in efforts to ease the tensions. <a href=\"\/news\/2026\/7\/9\/strait-of-hormuz-what-has-happened-since-the-us-iran-mou-on-june-17\">Iran and Oman<\/a> have separately been negotiating over reopening the Strait of Hormuz, a parallel track focused on maritime access.<\/p>\n<figure id=\"attachment_4828188\" aria-describedby=\"caption-attachment-4828188\" style=\"width:770px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" class=\"size-arc-image-770 wp-image-4828188\" src=\"\/wp-content\/uploads\/2026\/08\/ap_6a71c3b2acfac-1785840562.jpg?w=770&amp;resize=770%2C568&amp;quality=80\" alt=\"In this photo released by the Iranian Foreign Ministry, Iranian Foreign Minister Abbas Araghchi, left, meets with Pakistan&apos;s Army Chief Field Marshal Asim Munir in Islamabad, Pakistan, Saturday, April 25, 2026. (Iranian Foreign Ministry via AP)\"><figcaption id=\"caption-attachment-4828188\" class=\"wp-caption-text\">Iranian Foreign Minister Abbas Araghchi, left, meets with Pakistan\u2019s military chief, Field Marshal Asim Munir, in Islamabad, Pakistan, on April 25, 2026 [Handout\/Iranian Foreign Ministry via AP Photo]<\/figcaption><\/figure>\n<p>US Secretary of State <a href=\"\/news\/2026\/7\/22\/us-open-to-negotiations-with-iran-but-tehran-not-serious-rubio-says\">Marco Rubio<\/a> has publicly warned against any arrangement that would allow Iran to essentially control the waterway, calling it a \u201cvery dangerous precedent\u201d that could be repeated elsewhere.<\/p>\n<p>Durrani argued against comparing the two mediation efforts. \u201cPakistan cannot be compared to Oman in that respect because Pakistan is not part of the strait,\u201d he said.<\/p>\n<p>Jalalzadeh described the split as a natural \u201cdiplomatic division of labour\u201d.<\/p>\n<p>The strait involves technical issues such as shipping routes, minesweeping and service costs that Iran and Oman, as the two littoral states, are better placed to manage.<\/p>\n<p>Pakistan and Qatar, by contrast, can focus on \u201cthe political-strategic level of the conflict, including a ceasefire, the reduction of attacks, sanctions, the nuclear file and security guarantees\u201d, Jalalzadeh said.<\/p>\n<p>Kamrava also described the growing number of mediators as a strength rather than a weakness.<\/p>\n<p>\u201cThere is a collective will across the region, among the GCC states, Pakistan, Turkiye and Egypt, to ensure this conflict ends as soon as possible,\u201d he said. \u201cThere is a recognition that everybody needs to do their share. \u2026 The emergence of that division of labour is, in fact, a constructive development.\u201d<\/p>\n<h2 id=\"who-blinks-first\">Who blinks first?<\/h2>\n<p>Pakistan\u2019s challenge is ultimately structural rather than tactical, analysts said. (AP Photo)\"><figcaption id=\"caption-attachment-4796322\" class=\"wp-caption-text\">Tankers and cargo vessels are seen in the Gulf of Oman along shipping routes linking the Strait of Hormuz and the Arabian Sea on June 16, 2026 [AP Photo]<\/figcaption><\/figure>\n<p>Commenting on Trump\u2019s shifting rhetoric, Jalalzadeh said it was a deliberate act \u201cseeking to create a sense of urgency and impose costs on Iran while preserving his own freedom of action over timing\u201d.<\/p>\n<p>Trump\u2019s threats, Jalalzadeh argued, were less evidence that a deal is imminent than \u201ca statement of intent and a bargaining tactic\u201d.<\/p>\n<p>Kamrava disagreed.<\/p>\n<div class=\"container--connatix-ads\">\n<div class=\"container--ads in-article-ads slot-3-placement\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<\/div>\n<p>\u201cWhat we have seen from Donald Trump is erratic statements and postures, and the one thing conspicuously absent is consistency,\u201d he said. \u201cThe mixed messages are not a negotiating tactic.
