but the backlash is not \u2013 and the threat of legal action remains on the table.<\/p>\n<p>The biggest opponent to FIFA\u2019s plans, presented by its President Gianni Infantino, came from European Here is what we know and what that could mean for FIFA.<\/p>\n<h2 id=\"what-is-a-document-preservation-letter\">What is a document preservation letter?<\/h2>\n<p>Also known as a litigation hold letter or preservation of evidence letter, this type of letter serves to preserve all evidence relevant to a potential or ongoing lawsuit.<\/p>\n<p>It is a legal request and formally asks a person or organisation not to destroy, delete, alter, or lose any documents or evidence that may be relevant to a dispute or investigation.<\/p>\n<h2 id=\"why-has-uefa-served-fifa-with-the-legal-letter\">Why has UEFA served FIFA with the legal letter?<\/h2>\n<p>UEFA representatives told Al Jazeera on Tuesday that they would be making no further comment at this stage other than to confirm the issuance of the preservation letter to FIFA.<\/p>\n<p>They did, however, release a statement on Saturday declaring that they had <a href=\"\/sports\/2026\/8\/1\/uefa-welcomes-fifa-world-cup-standdown-after-voting-to-boycott\">lost confidence in Infantino<\/a>, adding: \u201c(This) must not be the end of the story. The proposal has gone. The task of rebuilding trust in FIFA has only just begun.\u201d<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p>The statement was extensive and pulled no punches. Infantino was clearly the target, and the suggestion was that change needed to come.<\/p>\n<p>The legal letter that has been sent to FIFA has, according to The Associated Press news agency, named 18 FIFA executives in particular who must retain data, documents and electronic messages as potential evidence.<\/p>\n<p>Former Arsenal manager Arsene Wenger, now FIFA\u2019s head of global football development, was reportedly among those names. The Frenchman said in a statement later on Tuesday that he was \u201c<a href=\"\/sports\/2026\/8\/4\/ex-arsenal-boss-wenger-was-not-aware-of-infantinos-fifa-plan\">not aware<\/a>\u201d of Infantino\u2019s plan.<\/p>\n<h2 id=\"does-this-confirm-uefa-will-take-legal-action-against-fifa\">Does this confirm UEFA will take legal action against FIFA?<\/h2>\n<p>It seems likely that a contest of Infantino\u2019s presidency is imminent.<\/p>\n<p>That may come from internal moves, with FIFA Secretary General Mattias Grafstrom reported on Tuesday to have sent staff an email stating: \u201cIndividuals, unstable moments and unfortunate episodes come and go\u201d.<\/p>\n<p>It may be external, however, with UEFA leading calls for change.<\/p>\n<p>The document preservation letter sent to FIFA does not mean that legal action by UEFA has begun or that it will.<\/p>\n<p>What it does seem to suggest, at this stage, is that UEFA will explore all options for the change it seems to seek at FIFA, ahead of the \u201crebuild\u201d that it cited.<\/p>\n<div style=\"display:block;position:relative;min-width:0px;max-width:770px\">\n<\/div>\n<h2 id=\"what-are-the-other-confederations-saying-after-fifa-s-u-turn\">What are the other confederations saying after FIFA\u2019s U-turn?<\/h2>\n<p>Infantino has finally found some backing from member nations, <a href=\"\/sports\/2026\/8\/4\/top-africa-football-leaders-back-infantino-after-fifa-selloff-scandal\">most notably in Africa<\/a>, but he has yet to receive the backing of a confederation.<\/p>\n<p>The Confederation of African Football (CAF), led by Infantino\u2019s longtime ally Patrice Motsepe, meets on Thursday.<\/p>\n<p>Whether a vote is held or a statement released, it appears as though Africa is Infantino\u2019s best hope for the support of a confederation.<\/p>\n<p>UEFA\u2019s position is quite clear, and the North American confederation CONCACAF also rejected FIFA\u2019s plan, without going as far as to vote for a boycott.<\/p>\n<p>The Asian Football Association (AFC) described FIFA\u2019s plans as \u201c<a href=\"\/sports\/2026\/7\/30\/afc-president-doubles-down-on-fifa-calling-world-cup-plan-unacceptable\">totally unacceptable<\/a>\u201d and said it <a href=\"\/sports\/2026\/7\/31\/afc-joins-uefa-and-concacaf-in-threat-to-boycott-fifa-over-world-cup-plans\">stood in solidarity<\/a> with UEFA and CONCACAF.
