More than 80 percent of India\u2019s population lives in districts highly vulnerable to floods, droughts, and cyclones, according to the Climate Vulnerability Index<\/a> developed by the Council on Energy, Environment and Water. In states such as Assam, Andhra Pradesh, Maharashtra, Karnataka, and Bihar, that vulnerability is already visible in damaged roads, disrupted farming, and recurring displacement. Local officials know what is needed \u2014 higher roads, stronger embankments, safer shelters, and simple early-warning systems. However, the problem is not knowledge, but funding.<\/p>\n

Just as these districts need more protection from rising heat and encroaching water, the World Bank has ended its 45 percent climate finance target<\/a>, a change that could weaken accountability for where money goes. This decision will widen the gap between where climate money is easiest to spend and where it is actually needed. For India\u2019s poorest, most climate\u2011exposed districts, especially marginalized rural communities, dropping a binding target weakens accountability and makes it easier to bury real adaptation needs under vague \u201coutcomes.\u201d<\/p>\n

When there is no hard number to meet, money is more likely to flow toward large, easy-to-package projects such as solar parks, grid upgrades, and metro lines. The risk is that large projects are counted as climate work while flood-prone districts wait for funds for embankments, shelters, or early-warning systems.<\/p>\n

We write this as researchers and advocates who have worked inside government and policy settings and seen how funding commitments shrink as they move from paper to practice.<\/p>\n

At COP28 in Dubai, the World Bank set a simple rule<\/a>: 45 percent of its annual financing would support projects with climate co-benefits, meaning work that either cuts emissions or helps people cope with floods, heat, and drought. The 45 percent climate co-benefits target asked a simple question: how much of the Bank\u2019s lending was meaningfully climate related?<\/p>\n

In June, under pressure from the United States<\/a>, the Bank said it would retire that 45 percent target<\/a>. It now says it will stop counting how much of its lending is climate-related and instead focus on broader \u201coutcomes to maximize development impact,\u201d with climate supposedly woven into everything it does.<\/p>\n

On paper, that may sound flexible. But without a clear benchmark, it becomes harder for outsiders, including India, to check what is actually being financed or whether the money is reaching the places that need it most.<\/p>\n

India needs substantial climate finance each year: about $160 billion to $288 billion annually through 2030<\/a> just to keep up with climate change. Flood barriers, drought relief, and heat-resilient homes matter just as much as mitigation projects. But the finance reaching adaptation work on the ground remains far below what is needed, and states are stuck with strained budgets, borrowing limits, and no steady pipeline of support to count on.<\/p>\n

Most climate finance still goes where it is easiest to lend: grid upgrades, solar parks, wind farms, transmission lines, and green hydrogen. These usually sit in or near big cities and industrial corridors. Meanwhile, the smaller projects that save lives in villages and districts \u2014 embankments, water systems, shade, cooling centers, and shelters \u2014 struggle to find funding. Wealthy nations have repeatedly promised to close this gap, but the shortfall remains. For most Indian states, cheap long-term loans and guarantees from major lenders remain the only realistic path to real climate protection. So, when the World Bank weakens firm climate commitments, these states are left wondering how they will cover even the basics.<\/p>\n

The neglected districts are home to Dalit, Adivasi, and other marginalized communities, often landless laborers and informal workers. Their voices rarely shape how public money gets spent. It is also hard to track whether adaptation funds ever actually reach them. A hard number in climate lending gave activists, journalists, and local leaders something to point to. Take the number away, and these communities are being asked to trust a system that has often put them last in line.<\/p>\n

The World Bank itself argues<\/a> that projects with climate co-benefits are \u201csmart development\u201d and says it is shifting from measuring climate inputs to measuring outcomes across its broader portfolio. That sounds plausible, but in an unequal system the loss of a floor can quickly become the loss of a priority. For India\u2019s marginalized districts, flexibility without a hard minimum may simply mean more delay for the projects that matter most.<\/p>\n

If the World Bank wants to prove that retiring its climate target is not a retreat, India should ask for two concrete commitments in return. First, a public guarantee that a fixed share of climate lending reaches the most exposed districts and communities. Second, transparent, publicly auditable reporting on where every climate rupee goes, so climate finance can be tracked for equity.<\/p>\n

From a meeting room in Washington, the new era may look like smart, flexible development.
