href=\"\/news\/2026\/4\/28\/who-is-ali-al-zaidi-the-businessman-named-as-iraqs-pm-designate\">Ali al-Zaidi<\/a> is facing a mounting political and security crisis as a September 30 deadline to restrict all weapons to state control approaches.<\/p>\n<p data-path-to-node=\"3\">While a number of <a href=\"\/features\/2025\/8\/18\/will-iraq-integrate-the-pmf-into-state-insitutions\">armed groups<\/a>, such as Saraya al-Salam, Asaib Ahl al-Haq and Kataib al-Imam Ali, have agreed to integrate into the state\u2019s armed forces, the defiant stance of some powerful Shia paramilitaries\u00a0threatens to derail the initiative.<\/p>\n<div class=\"recommended recommended__loading\">\n<div class=\"loading-cards\" data-testid=\"loading-cards\">\n<div class=\"loading-card keep-reading\"><\/div>\n<\/div>\n<\/div>\n<p data-path-to-node=\"3\">Kataib Hezbollah, an Iran-aligned Iraqi paramilitary group and one of the country\u2019s most heavily armed factions, has explicitly rejected the government\u2019s mandate, pledging instead to retain what it calls \u201c<a href=\"\/news\/2024\/12\/21\/the-iran-led-axis-of-resistance-in-the-aftermath-of-syrias-upheaval\">resistance weapons<\/a>\u201d and further develop its arsenal.<\/p>\n<p data-path-to-node=\"3\">Similarly, the influential Harakat al-Nujaba has said the government\u2019s push to confiscate arms should target illegal weapons causing chaos, not those held by fighters who \u201cdefended Iraq, its holy sites, and its people during the most difficult circumstances\u201d.<\/p>\n<p data-path-to-node=\"5\">The push for disarmament is heavily driven by pressure from the United States amid the <a href=\"\/tag\/israel-iran-conflict\/\">war on Iran<\/a>, as well as economic challenges associated with it and the need to attract foreign investment.<\/p>\n<p data-path-to-node=\"5\">Oil revenues make up more than 90 percent of Iraq\u2019s state budget, but the closure of the Strait of Hormuz sent oil exports down to roughly 600,000 barrels per day (bpd) in March, from 3.3 million bpd.<\/p>\n<h2 id=\"state-survival\" data-path-to-node=\"6\">State survival<\/h2>\n<p data-path-to-node=\"7\">Some observers say the refusal to disarm by groups holding immense sway brings the very concept of the Iraqi government into question.<\/p>\n<p data-path-to-node=\"7\">Speaking to Al Jazeera, Talib Mohammed Karim, a professor of political thought at Mustansiriya University, said maintaining armed factions outside state control undermines the constitutional order.<\/p>\n<div class=\"container--ads in-article-ads\">\n<div class=\"ads\"><span class=\"ads__title\"> Advertisement <\/span><\/div>\n<\/div>\n<p id=\"p-rc_a0ac9fb495a774b4-549\" data-path-to-node=\"8\">\u201cWhen we talk about specific or defined factions \u2026 we will be facing a contradiction in confronting the state in its entirety and definition, meaning we need a new definition,\u201d said Karim.<\/p>\n<p id=\"p-rc_a0ac9fb495a774b4-550\" data-path-to-node=\"9\">He also cast serious doubt on the groups that have reportedly agreed to disarm. \u201cEven when we talk about some factions handing over weapons, the reality is that the talk might be closer to hypothetical procedures or it might be for the media,\u201d said Karim.<\/p>\n<h2 id=\"sovereignty-concerns\" data-path-to-node=\"10\">Sovereignty concerns<\/h2>\n<p data-path-to-node=\"11\">Some factions justify their retention of arms by pointing to the presence of US troops and external threats. However, political analyst Kadhim al-Hajj argued that linking disarmament to foreign troop movements was no longer a valid excuse, given the current geopolitical situation amid the war on Iran.<\/p>\n<p id=\"p-rc_a0ac9fb495a774b4-551\" data-path-to-node=\"12\">\u201cTalking about restricting weapons in exchange for the American withdrawal and ending the missions of the international coalition has become of no value, considering that the attacks are now coming from across the borders and without justification,\u201d he said.<\/p>\n<p id=\"p-rc_a0ac9fb495a774b4-552\" data-path-to-node=\"13\">Al-Hajj also emphasised that the disarmament process must remain strictly sovereign and not appear as a US dictate. \u201cThe issue of weapons in the Iraqi state is an internal Iraqi matter, and therefore there must be a national approach in this direction.\u201d<\/p>\n<h2 id=\"looming-deadline\" data-path-to-node=\"14\">Looming deadline<\/h2>\n<p data-path-to-node=\"15\">With next month\u2019s deadline approaching, experts believe the government is running out of viable options.
