U.S. President Donald Trump landed in Beijing accompanied by 17 CEOs who, <\/span><a href=\"https:\/\/www.forbes.com\/sites\/saradorn\/2026\/05\/13\/6-billionaires-worth-a-combined-1-trillion-join-trump-on-his-china-trip\/\"><span style=\"font-weight: 400\">according to Forbes<\/span><\/a><span style=\"font-weight: 400\">, are collectively worth more than $1 trillion. This was the first U.S. presidential trip to China in nine years and the first of Trump\u2019s second term. There was a lot at stake, and not just for China and the United States. The impact of this summit will be felt on the African continent as well.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since Trump\u2019s last visit to China in 2017 a great deal has changed globally directly due to policy decisions taken in both the United States and China. First came COVID-19, which lead to an estimated 7.1 million confirmed deaths around the world. Trump\u2019s second term sparked a <\/span><a href=\"https:\/\/edition.cnn.com\/2025\/04\/11\/business\/china-xi-jinping-first-comment-trade-war-us-intl-hnk\/index.html\"><span style=\"font-weight: 400\">trade war<\/span><\/a><span style=\"font-weight: 400\"> that saw the U.S. impose tariffs of 145 percent on Chinese goods while China retaliated with 125 percent tariffs on U.S. goods. A <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2025\/10\/30\/trump-xi-meeting-in-busan-key-takeaways-from-the-summit\"><span style=\"font-weight: 400\">practical truce<\/span><\/a><span style=\"font-weight: 400\"> was reached in Busan, South Korea, where both presidents met in October 2025, but the United States\u2019 broader \u201cLiberation Day\u201d tariffs on China and other countries \u2013 including in Africa \u2013 remain today, albeit at lower levels.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Trump administration also shut down USAID in 2025. The U.S. aid agency had been, according to some estimates, safeguarding approximately <\/span><a href=\"https:\/\/ourworldindata.org\/us-foreign-aid-saved-millions\"><span style=\"font-weight: 400\">3 million lives<\/span><\/a><span style=\"font-weight: 400\"> in lower-middle income countries, including in Africa. The United States also revised the African Growth and Opportunity Act (AGOA) from a 10-year guaranteed policy of preferential trade for a selected 30 or so African countries to a more uncertain, annually reviewed policy \u2013 this after U.S. trade ties with African countries had already been eroded by Trump\u2019s broader \u201creciprocal\u201d tariffs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Meanwhile, China announced the <\/span><a href=\"https:\/\/developmentreimagined.com\/policy-brief-maximizing-africas-engagement-with-chinas-global-development-initiative-gdi-under-the-focac-framework\/\"><span style=\"font-weight: 400\">expansion of its aid program globally<\/span><\/a><span style=\"font-weight: 400\"> \u2013 especially via the United Nations \u2013 and extended <\/span><a href=\"https:\/\/african.business\/2025\/06\/trade-investment\/building-on-chinas-tariff-free-deal-for-african-countries\"><span style=\"font-weight: 400\">zero-tariff treatment<\/span><\/a><span style=\"font-weight: 400\"> to all 53 African countries that have diplomatic relations with China.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Most recently, the United States and Israel started a war with Iran in February 2026 leading to the closure of the Strait of Hormuz, which severely affected global trade.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Policy made in China and the United States echoes around the world. Naturally, analysts worldwide were watching the Trump-Xi summit with keen interest. Beyond the <\/span><a href=\"https:\/\/www.nytimes.com\/2026\/05\/15\/world\/asia\/trump-xi-china-meeting-beijing-reception.html\"><span style=\"font-weight: 400\">pomp and circumstance<\/span><\/a><span style=\"font-weight: 400\">, how did these talks really play out?<\/span><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/\"><span style=\"font-weight: 400\">White House readout<\/span><\/a><span style=\"font-weight: 400\"> was positive and focused on trade commitments, agricultural purchases, fentanyl cooperation, and the shared position that the Strait of Hormuz must remain open. Specifically, Trump announced China committed to purchasing <\/span><a href=\"https:\/\/www.foxnews.com\/politics\/trump-touts-fantastic-trade-deals-final-xi-meeting-amid-tariff-standoff\"><span style=\"font-weight: 400\">200 Boeing aircraft<\/span><\/a><span style=\"font-weight: 400\">, representing the first Chinese order of U.S.-made planes since 2017, and said China had agreed to buy at least <\/span><a href=\"https:\/\/www.cnbc.com\/2026\/05\/18\/us-china-announce-deals-after-trump-xi-summit.html\"><span style=\"font-weight: 400\">$17 billion in U.S. agricultural goods annually<\/span><\/a><span style=\"font-weight: 400\"> through 2028, in addition to purchasing American oil. Absent from Washington\u2019s official account was any mention of Taiwan, though Trump\u2019s remark that a Taiwan arms sale was \u201c<\/span><a href=\"https:\/\/edition.cnn.com\/2026\/05\/16\/china\/xi-trump-china-visit-taiwan-analysis-intl-hnk\"><span style=\"font-weight: 400\">a very good negotiating chip<\/span><\/a><span style=\"font-weight: 400\">\u201d was widely read as a diplomatic win for Beijing.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/zyxw\/202605\/t20260514_11910330.html\"><span style=\"font-weight: 400\">Chinese Ministry of Foreign Affairs<\/span><\/a><span style=\"font-weight: 400\"> readout, on the other hand, focused on how President Xi Jinping used the summit to set out a new framework of \u201ca constructive China-US relationship of strategic stability.\u201d Making no specific commitments on Iran, China\u2019s summary centered Taiwan as \u201cthe most important issue in U.S.-China relations,\u201d warning that any mishandling on this matter could lead to \u201cclashes and even conflicts.\u201d Different from the U.S. readout, China\u2019s made no mention of specific trade figures, the Boeing deal, or fentanyl.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">There were also expected to be discussions on semiconductors, but U.S. Treasury Secretary Scott Bessent declined to confirm reports of an agreement allowing 10 Chinese companies to purchase advanced Nvidia chips.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Finally, to keep discussions going, both countries agreed to establish bilateral Boards of Trade and Investment, and Trump invited Xi to visit the White House on September 24, with further bilateral meetings planned at the APEC summit in Shenzhen in November and at the G-20 in Miami in December.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This visit was mostly described as \u201cconstructive\u201d and \u201cgood.\u201d So what does this mean for Africa?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Institute of Development Studies (IDS) <\/span><a href=\"https:\/\/www.ids.ac.uk\/opinions\/what-the-trump-xi-summit-tells-us-about-the-new-politics-of-global-development\/\"><span style=\"font-weight: 400\">noted that<\/span><\/a><span style=\"font-weight: 400\"> \u201cthe key question is not whether Washington and Beijing can stabilize their relationship, but rather if that stabilization expands or narrows their room to maneuver. Based on the evidence, we must prepare for continued uncertainty.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Most critically, while much was agreed bilaterally, the summit did not produce a definitive and clear path to reopening the Strait of Hormuz. The closure is directly affecting different African countries in different ways, such as increased fuel prices and transport disruptions in the air and on the ground. There have been <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2026\/5\/18\/four-reported-killed-30-injured-in-kenyan-fuel-price-protests\"><span style=\"font-weight: 400\">protests in Nairobi<\/span><\/a><span style=\"font-weight: 400\"> over the rise in fuel prices, resulting in four reported deaths and 30 injured as of May 21. The Hormuz closure is also causing wider <\/span><a href=\"https:\/\/www.worldbank.org\/en\/topic\/agriculture\/brief\/food-security-update\"><span style=\"font-weight: 400\">fertilizer and food supply chain disruptions<\/span><\/a><span style=\"font-weight: 400\"> across import-dependent economies across the continent. This may be the summit\u2019s most concrete cost for Africa.<\/span><\/p>\n<p><span style=\"font-weight: 400\">That said, the d\u00e9tente may well have bought the world some time that can be usefully spent strategically. In many ways, the question of \u201cwhat does this summit mean for Africa?\u201d is less useful than asking \u201chow can Africa respond to this summit?\u201d For instance, African countries can review their development plans assuming continued fossil fuel price increases and trade disruptions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In this context, a stronger push by African countries for immediate expansion of global safety nets is critical. That could include the African Development Bank (AfDB)-led African Financial Stability Mechanism and reallocation of unused Special Drawing Rights at the IMF to organizations such as the AfDB. African countries will need more fiscal space to maneuver in a more uncertain context.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Moreover, African governments need to review whether they can switch energy generation and transport fuels to renewables, so that they are less dependent on imports (and exports) that can so easily be disrupted. The 2023 Nairobi declaration landmark target to increase the continent\u2019s renewable energy generation capacity from roughly 56 GW to at least 300 GW by 2030 must be accelerated \u2013 and African governments must push all international partners including the World Bank to get on board, now, especially for industrial scale generation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The same acceleration needs to be made when it comes to import substitution and value-addition policies. These need to be introduced for manufactured goods and critical minerals and accompanied by a massive expansion in cheap lending (including from Africa\u2019s own multilateral financial institutions) to local medium and large firms. African countries should be looking to make everything from food to fertilizer to tires and electric vehicles locally.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although recent policy shifts suggest that China may be more supportive of such African actions then the United States, there is also the question of whether other non-African countries are on board with African ambitions. The actions of what were <\/span><a href=\"https:\/\/www.weforum.org\/stories\/2026\/01\/davos-2026-special-address-by-mark-carney-prime-minister-of-canada\/\"><span style=\"font-weight: 400\">recently called \u201cmiddle powers\u201d by Canadian Prime Minister Mark Carney<\/span><\/a><span style=\"font-weight: 400\"> \u2013 for example through IMF and World Bank board decisions, or even the forthcoming U.K. G-20 Presidency \u2013 could be extremely helpful to the African continent in building its own path. That said, like Trump and Xi during the summit, the middle powers may all well be too internally, nationalistically focused to understand the positive, supportive role they can play vis-\u00e0-vis Africa.\u00a0<\/span><\/p>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>U.S. President Donald Trump participates in a welcome ceremony with President Xi Jinping of the People\u2019s Republic of China at the Great Hall of the People in Beijing, China, May 14, 2026.
