While Putin <\/span><a href=\"https:\/\/en.people.cn\/n3\/2026\/0521\/c90000-20458573.html\"><span style=\"font-weight: 400\">hailed<\/span><\/a><span style=\"font-weight: 400\"> the relationship as a \u201cparadigm of comprehensive strategic coordination,\u201d the summit highlighted the persistent tensions between the ideological rhetoric surrounding the partnership, on the one hand, and the practical limits of cooperation as the relationship becomes increasingly dominated by Beijing on the other.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">One of the reasons that some commentators tend to ignore the limits of Sino-Russian partnership is by failing to situate the relationship within China\u2019s broader foreign policy framework of \u201cpartnership diplomacy.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Beijing employs a <\/span><a href=\"https:\/\/link.springer.com\/article\/10.1057\/s41311-025-00701-0\"><span style=\"font-weight: 400\">hierarchy<\/span><\/a><span style=\"font-weight: 400\"> of partnerships to signal varying degrees of political importance. At the apex of this hierarchy are \u201ccomprehensive strategic partnerships,\u201d a characterization that <\/span><a href=\"https:\/\/www.jstor.org\/stable\/48615965?seq=20\"><span style=\"font-weight: 400\">designates<\/span><\/a><span style=\"font-weight: 400\"> a structured but flexible and non-binding framework for cooperation across multiple issue areas while avoiding the mutual defense commitments associated with traditional alliances. As Evan Feigenbaum <\/span><a href=\"https:\/\/carnegieendowment.org\/emissary\/2026\/03\/iran-china-us-intervention-strategy\"><span style=\"font-weight: 400\">noted<\/span><\/a><span style=\"font-weight: 400\">, \u201c[T]hese Chinese partnerships, unlike Washington\u2019s alliances, carry no presumption of obligation or binding security commitment.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Viewed through this lens, the Putin-Xi summit demonstrated both the depth and the constraints of the China-Russia relationship.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This can be seen in the statements and documents released by both Moscow and Beijing after the meeting. These reveal a shared dissatisfaction with the existing Western-led international order, a common desire to promote a more multipolar global system and commitments to deepen their practical cooperation. Yet, across each of these aspects of the partnership there is enough daylight between each party\u2019s positions and interests to suggest that they are far from joined at the hip.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Kremlin\u2019s <\/span><a href=\"http:\/\/kremlin.ru\/supplement\/6486\"><span style=\"font-weight: 400\">release<\/span><\/a><span style=\"font-weight: 400\"> of the \u201cJoint Declaration of the Russian Federation and the People\u2019s Republic of China on the Establishment of a Multipolar World and a New Type of International Relations,\u201d for example, clearly spoke to the shared normative outlook of Moscow and Beijing by framing the partnership in primarily ideological terms.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Kremlin statement portrayed the post-Cold War international order as undergoing an inevitable <\/span><a href=\"http:\/\/kremlin.ru\/supplement\/6486\"><span style=\"font-weight: 400\">transition<\/span><\/a><span style=\"font-weight: 400\"> from Western-led unipolarity to a multipolar or \u201cpolycentric\u201d system, which Moscow presents as both just and reflective of the interests of the non-Western world. The document <\/span><a href=\"http:\/\/kremlin.ru\/supplement\/6486\"><span style=\"font-weight: 400\">condemned<\/span><\/a><span style=\"font-weight: 400\"> \u201chegemonism\u201d as something that is both \u201cunacceptable\u201d and \u201cmust be prohibited,\u201d before decrying \u201cunilateral coercion,\u201d \u201cmilitary blocs,\u201d and attempts by Western powers to impose their political systems or values on others. In place of these pathologies, the Kremlin statement advocated for an order based on respect for state sovereignty, non-interference, and the equal legitimacy of different civilizational and political models.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">As such, the Russian document stands as a restatement of the ideological and strategic rationale for the \u201cno limits\u201d partnership that was first <\/span><a href=\"https:\/\/archive.ph\/ZZ5Ux\"><span style=\"font-weight: 400\">offered<\/span><\/a><span style=\"font-weight: 400\"> in February 2022 during Putin\u2019s state visit to China.<\/span><\/p>\n<p><span style=\"font-weight: 400\">By comparison, China\u2019s state new agency, Xinhua, <\/span><a href=\"https:\/\/www.news.cn\/politics\/leaders\/20260520\/ca505fd1989543e084d01e64498a0329\/c.html\"><span style=\"font-weight: 400\">released<\/span><\/a><span style=\"font-weight: 400\"> a detailed report on the summit that adopted a more measured tone. Xinhua\u2019s summary prioritized pragmatic cooperation, economic coordination, and reform of the international order from within existing institutions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The report <\/span><a href=\"https:\/\/www.news.cn\/politics\/leaders\/20260520\/ca505fd1989543e084d01e64498a0329\/c.html\"><span style=\"font-weight: 400\">noted<\/span><\/a><span style=\"font-weight: 400\"> that both Xi and Putin called for a \u201cmore just and reasonable international order\u201d but it did not repeat the more pointed criticisms of \u201chegemonism\u201d and \u201cunilateralism\u201d that peppered the Kremlin\u2019s declaration. Rather, Xinhua recorded Xi telling Putin that Russia and China as \u201cpermanent members of the U.N. Security Council and major global powers\u201d should focus on \u201ctheir respective countries\u2019 development and revitalization\u201d and \u201cpromote the construction of a more just and reasonable global governance system.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">In contrast to the Russian declaration, the Xinhua report <\/span><a href=\"https:\/\/www.news.cn\/politics\/leaders\/20260520\/ca505fd1989543e084d01e64498a0329\/c.html\"><span style=\"font-weight: 400\">noted<\/span><\/a><span style=\"font-weight: 400\"> Xi\u2019s emphasis that Sino-Russian relations are \u201ca strategic choice made by both sides focusing on the fundamental interests of both countries. As such, the two parties <\/span><a href=\"https:\/\/www.news.cn\/politics\/leaders\/20260520\/ca505fd1989543e084d01e64498a0329\/c.html\"><span style=\"font-weight: 400\">must<\/span><\/a><span style=\"font-weight: 400\"> promote both \u201cpragmatic cooperation in economic and trade investment, energy resources, transportation, and technological innovation\u201d and \u201cmultilateral cooperation\u201d in such forums as the United Nations, Shanghai Cooperation Organization (SCO) and BRICS to \u201csafeguard the postwar international order and the authority of international law, unite the Global South, and lead the correct direction of global governance system reform.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">This illustrates a key distinction between Russian and Chinese revisionism. Beijing presents itself not as a revolutionary actor or agent of \u201cupheaval\u201d but rather as a defender of the existing, U.N.-centered international order advocating for \u201creform\u201d from within.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On the question of practical cooperation, in turn, the Kremlin has trumpeted the fact that some 22 agreements were <\/span><a href=\"http:\/\/kremlin.ru\/supplement\/6488\"><span style=\"font-weight: 400\">signed<\/span><\/a><span style=\"font-weight: 400\"> in the presence of Putin and Xi in the Great Hall of the People. Besides the \u201cJoint Declaration of the Russian Federation and the People\u2019s Republic of China on the Establishment of a Multipolar World and a New Type of International Relations,\u201d the rest of these documents concern memoranda of understanding (MoUs) between Russian and Chinese ministries, institutions of higher education, and state media organizations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This continues a trend evident for some time of deepening functional cooperation that goes <\/span><a href=\"https:\/\/cc.pacforum.org\/wp-content\/uploads\/2024\/12\/13-China-Russia-.pdf\"><span style=\"font-weight: 400\">beyond<\/span><\/a><span style=\"font-weight: 400\"> the pageantry of leader summits (and Putin and Xi\u2019s individual relationship). Such functional cooperation <\/span><a href=\"https:\/\/www.doria.fi\/bitstream\/handle\/10024\/193890\/Heinonen_China-Russia%20Military%20Industrial%20Cooperation%20in%20the%202020s_web.pdf?sequence=5\"><span style=\"font-weight: 400\">extends<\/span><\/a><span style=\"font-weight: 400\"> from the military-defense realm to energy, <\/span><a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-030-97012-3_9\"><span style=\"font-weight: 400\">technology<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/23311886.2025.2566307#abstract\"><span style=\"font-weight: 400\">finance<\/span><\/a><span style=\"font-weight: 400\">, and education.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet this cooperation is increasingly asymmetric in nature.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While the China-Russia economic relationship continues to develop, for instance, it is <\/span><a href=\"https:\/\/www.orfonline.org\/research\/a-decadal-review-of-russia-china-economic-relations\"><span style=\"font-weight: 400\">structurally imbalanced<\/span><\/a><span style=\"font-weight: 400\"> with Russian exports to China consisting almost exclusively of fossil fuels and\/or natural resources, while China\u2019s exports are manufactured goods such as cars, tractors, electronics, and other consumer products.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This trend was evident <\/span><a href=\"https:\/\/www.orfonline.org\/research\/a-decadal-review-of-russia-china-economic-relations\"><span style=\"font-weight: 400\">before<\/span><\/a><span style=\"font-weight: 400\"> Putin\u2019s war of aggression on Ukraine in February 2022, but it has been accelerated due to the imposition of European and American sanction regimes on Russia. As Alexander Gabuev noted, the net <\/span><a href=\"https:\/\/carnegieendowment.org\/ru\/russia-eurasia\/politika\/2026\/05\/china-russia-no-pipeline\"><span style=\"font-weight: 400\">result<\/span><\/a><span style=\"font-weight: 400\"> is that \u201cWestern sanctions have cleared the Russian market for the Chinese and forced Russian exporters of raw materials to rush to China,\u201d while \u201cRussian import substitution based on Chinese technologies has only accelerated this process.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Meanwhile, Chinese economic investment in Russia remains <\/span><a href=\"https:\/\/publications.bof.fi\/server\/api\/core\/bitstreams\/17062b89-3cd7-4ee2-96a8-338bce77c80e\/content\"><span style=\"font-weight: 400\">limited<\/span><\/a><span style=\"font-weight: 400\"> to around $400 million annually since 2022. China now <\/span><a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-032-11892-9_16\"><span style=\"font-weight: 400\">invests<\/span><\/a><span style=\"font-weight: 400\"> more \u201cin countries such as the Dominican Republic and Zambia\u201d than its supposed \u201cno limits\u201d partner.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The asymmetry of the relationship is apparent too in the realm of Sino-Russian military-defense ties. This was <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/13518041003799576\"><span style=\"font-weight: 400\">once<\/span><\/a><span style=\"font-weight: 400\"> seen by Russia as a domain of comparative advantage in the relationship. The war in Ukraine, however, has made Russia <\/span><a href=\"https:\/\/publications.bof.fi\/server\/api\/core\/bitstreams\/fda8e1ae-fe35-49f9-9323-0543816bc79c\/content\"><span style=\"font-weight: 400\">dependent<\/span><\/a><span style=\"font-weight: 400\"> on China for access to a range of military and dual-use industrial products like ball bearings, vehicle spare parts, optical sights and electric detonators. This dependence is critical in certain sectors of the Russian defense industry, with China, <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-29\/china-cut-drone-sales-to-west-but-supplies-them-to-russia-ukraine-says\"><span style=\"font-weight: 400\">according<\/span><\/a><span style=\"font-weight: 400\"> to Ukrainian intelligence, accounting for the majority of electronics used in Russian military drones.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The summit did little to check this asymmetry.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In fact, the summit treatment of the big-ticket item that Moscow <\/span><a href=\"https:\/\/mid.ru\/en\/foreign_policy\/news\/2094750\/\"><span style=\"font-weight: 400\">wanted<\/span><\/a><span style=\"font-weight: 400\"> progress on in the economic domain \u2013 agreement on the Power of Siberia 2 natural gas pipeline \u2013 neatly demonstrates the relative balance of power within the partnership. Progress on Power of Siberia 2 was not only unforthcoming, but it was not even mentioned in Chinese official accounts of the summit.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Moscow no doubt hoped that the energy security fallout from Israel and the United States\u2019 war on Iran would provide <\/span><a href=\"https:\/\/mid.ru\/en\/foreign_policy\/news\/2094750\/\"><span style=\"font-weight: 400\">renewed<\/span><\/a><span style=\"font-weight: 400\"> incentives for Beijing to sign on. This, however, ignored two crucial realities. First, as Feigenbaum put it, China <\/span><a href=\"https:\/\/carnegieendowment.org\/emissary\/2026\/03\/iran-china-us-intervention-strategy\"><span style=\"font-weight: 400\">buys<\/span><\/a><span style=\"font-weight: 400\"> oil and gas \u201con a global market, and doesn\u2019t hinge its policy in any region \u2013 from the Middle East to Latin America \u2013 on just one state\u201d \u2013 including Russia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Second, due to Russia\u2019s isolation from European markets it has nowhere else to go, handing China all the leverage when it comes to any prospective negotiation over pricing and the length of gas supply contracts. Indeed, even prior to Putin\u2019s visit it was <\/span><a href=\"https:\/\/www.vedomosti.ru\/business\/articles\/2025\/09\/02\/1135851-izvestno-o-sile-sibiri\"><span style=\"font-weight: 400\">reported<\/span><\/a><span style=\"font-weight: 400\"> that negotiations between Gazprom and CNPC were stalling due to Chinese <\/span><a href=\"https:\/\/www.themoscowtimes.com\/2026\/05\/13\/has-the-iran-war-sealed-the-fate-of-power-of-siberia-2-a92672\"><span style=\"font-weight: 400\">insistence<\/span><\/a><span style=\"font-weight: 400\"> that gas prices should be \u201caligned with Russia\u2019s domestic rates.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Gabuev <\/span><a href=\"https:\/\/carnegieendowment.org\/ru\/russia-eurasia\/politika\/2026\/05\/china-russia-no-pipeline\"><span style=\"font-weight: 400\">reached a conclusion<\/span><\/a><span style=\"font-weight: 400\"> that increasingly encapsulates the entire relationship: \u201c\u201cIt is the Chinese comrades who are increasingly able to dictate which projects they are interested in and which are not, and under what conditions the PRC will participate in something.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Putin-Xi summit demonstrated that China-Russia relations remain strategically important but are increasingly defined by asymmetry rather than equality.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While both states share dissatisfaction with the Western-led international order and seek a more multipolar system, the summit revealed important differences. Russia continued to frame the partnership in ideological and revisionist terms, emphasizing opposition to \u201chegemonism\u201d and Western dominance, whereas China adopted a more cautious and pragmatic tone centered on economic cooperation, multilateral coordination, and reform of the international order from within existing institutions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Beijing\u2019s language reflected its preference for strategic flexibility and stability rather than overt revolutionary confrontation with the West. The summit therefore <\/span><a href=\"https:\/\/www.prcleader.org\/post\/the-sino-russian-partnership-cooperation-without-coordination\"><span style=\"font-weight: 400\">reinforced<\/span><\/a><span style=\"font-weight: 400\"> that Sino-Russian alignment is driven less by deep ideological unity than by overlapping but not identical strategic interests.<\/span><\/p>\n<p><span style=\"font-weight: 400\">At the same time, the summit underscored the increasingly unequal balance within the relationship. Russia\u2019s dependence on China has deepened substantially since the invasion of Ukraine and the imposition of Western sanctions, leaving Moscow reliant on Chinese markets, industrial goods, technology, and dual-use products. Yet Beijing has shown little willingness to subordinate its own interests to Russian priorities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">While Sino-Russian relations are therefore likely to remain durable because they continue to serve important strategic purposes for both sides, the so-called \u201cno limits\u201d partnership is increasingly one in which China holds the dominant position and possesses growing leverage to shape both the scope and limits of bilateral cooperation.<\/span><\/p>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>China\u2019s President Xi Jinping and Russia\u2019s President Vladimir Putin during a welcome ceremony for Putin in Beijing, China, May 20, 2026.
