{"id":995,"date":"2026-05-29T03:32:31","date_gmt":"2026-05-29T03:32:31","guid":{"rendered":"https:\/\/asianewscast.com\/2026\/05\/29\/the-strategic-corridor-turning-singapore-into-chinas-indispensable-partner\/"},"modified":"2026-05-29T03:32:31","modified_gmt":"2026-05-29T03:32:31","slug":"the-strategic-corridor-turning-singapore-into-chinas-indispensable-partner","status":"publish","type":"post","link":"https:\/\/www.asianewscast.com\/?p=995","title":{"rendered":"The Strategic Corridor Turning Singapore Into China\u2019s Indispensable Partner"},"content":{"rendered":"<figure id=\"td-story-image\" class=\"td-media td-media--story\">\n<div class=\"td-img\"><img decoding=\"async\" alt=\"The Strategic Corridor Turning Singapore Into China\u2019s Indispensable Partner\" title=\"The Strategic Corridor Turning Singapore Into China\u2019s Indispensable Partner\" src=\"https:\/\/thediplomat.com\/wp-content\/uploads\/2026\/05\/sizes\/td-story-s-1\/thediplomat_2026-05-28-130710.jpg\"><\/div><figcaption class=\"td-caption\">\n<p>Singaporean Senior Minister Lee Hsien Loong examines a model of the Qinzhou Automated Container Terminal of Beibu Gulf Port, China\u2019s first automated container terminal for sea-rail transportation, in Nanning, China, May 19, 2026.<\/p>\n<p><span>Credit: <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=1519770329509091&amp;set=pb.100044284156667.-2207520000&amp;type=3\" target=\"_blank\">MDDI Photo by Kendrick Wong<\/a><\/span><\/figcaption><\/figure>\n<section id=\"tda-gated-body\" class=\"td-23-story-body td-prose tda-gated tda-gated--locked\" data-pid=\"p309553\">\n<p>Singapore\u2019s Senior Minister Lee Hsien Loong <a href=\"https:\/\/www.businesstimes.com.sg\/singapore\/chinas-nanning-main-gateway-ties-asean-trade-corridor-opens-faster-route-asia-sm-lee\">flew into Nanning on May 18,<\/a> accompanied by officials from the ministries of finance, foreign affairs, digital development, and manpower, for a visit that was described in media reports as an effort to \u201cdeepen Singapore\u2019s ties with China at the regional level.\u201d<\/p>\n<p>In addition to meeting Guangxi Communist Party chief Chen Gang, Lee made site visits to Nanning, the southern gateway of the New International Land-Sea Trade Corridor (ILSTC).\u00a0The\u00a0<a href=\"https:\/\/www.enterprisesg.gov.sg\/resources\/blog\/8-ways-singapore-firms-can-benefit-from-the-new-international-land-sea-trade-corridor\">ILSTC<\/a>\u00a0is a multimodal freight corridor, spanning rail, road, and sea, and running from Chongqing in western China southwest through Guangxi to Qinzhou Port on the Beibu Gulf, then by container ship to Singapore and onward to ASEAN and global markets.<\/p>\n<p><a href=\"http:\/\/subsites.chinadaily.com.cn\/Qiushi\/2024-04\/09\/c_977570.htm\">Thirteen provincial-level regions in western China<\/a>, including Chongqing, Sichuan, Guizhou, Yunnan, Gansu, and Xinjiang, are participating in ILSTC alongside Singapore, which serves as the transshipment hub at the corridor\u2019s southern end. The institutional anchor of the ILSTC is the\u00a0<a href=\"https:\/\/www.ichongqing.info\/2022\/06\/10\/china-and-singapore-jointly-issue-a-cooperation-plan-on-the-ilstc\/\">China-Singapore (Chongqing) Connectivity Initiative (CCI)<\/a>, Singapore\u2019s third government-to-government project with China, under which Singapore and Chongqing serve as the corridor\u2019s dual hubs.<\/p>\n<p>During his visit, Lee was effectively walking through the arteries of a logistics architecture that Singapore helped design \u2013 and that China cannot afford to see disrupted.<\/p>\n<p><strong>Taiwan: Beijing\u2019s Perennial Preoccupation<\/strong><\/p>\n<p>Lee Kuan Yew\u00a0<a href=\"https:\/\/www.thinkchina.sg\/politics\/taiwanese-commentator-lee-kuan-yew-saw-reunification-inevitable\">once said<\/a>\u00a0that \u201creunification between Taiwan and the Mainland is a matter of time,\u201d treating it as an immovable structural reality in the Asian order rather than a problem that diplomacy would permanently resolve.<\/p>\n<p>U.S. President Donald Trump\u2019s visit to Beijing last week may have lowered the temperature briefly, but it changes nothing fundamental. For Beijing, Taiwan\u2019s reunification is an historical obligation. At the same time, Washington\u2019s commitment to arm Taipei remains institutionally embedded. As a result, this U.S.-China faultline is set to endure.<\/p>\n<p>But what could a Taiwan contingency \u2013 a blockade or kinetic conflict \u2013 do to China\u2019s economy?<\/p>\n<p>In a <a href=\"https:\/\/www.csis.org\/analysis\/disruptions-trade-taiwan-strait-would-severely-impact-chinas-economy\">recent assessment<\/a>, the Center for Strategic and International Studies reported that about $2.45 trillion in goods transited the Taiwan Strait in 2022 \u2013 over one-fifth of global maritime trade. Of that, $1.4 trillion was Chinese imports and exports. China depends on the strait for nearly one-third of its oil, coal, gas, and industrial ore imports. More importantly, over half of all voyages through the strait are Chinese domestic inter\u2011port movements. As a result, any disruption in the strait would have a serious impact on Chinese supply chains.<\/p>\n<p>Russia\u2019s war in Ukraine showed what happens when a major power fights a protracted conflict without a war-footed economy and resilient logistics networks. And in the context of a Taiwan crisis, China\u2019s main arteries of maritime trade through the East and South China seas would likely be severely impacted.<\/p>\n<p>What remains is the Eurasian Land Bridge from Chongqing through Central Asia to Europe, and Manchurian rail routes into Russia. Both are important, but neither is sufficient as a standalone replacement for maritime volume in wartime. The <a href=\"https:\/\/www.20cube.com\/resources\/china-builds-alternative-overland-routes-to-europe-via-chongqing\/\">China-Europe rail corridor<\/a> is slow, energy\u2011intensive, and runs through Russian territory, while the nascent China-Kyrgyzstan-Uzbekistan route is unproven in terms of capacity and political reliability. Manchuria\u2019s northern routes also depend on Moscow\u2019s cooperation over a multi\u2011year conflict. Hence, the need for a southern maritime alternative.<\/p>\n<p><strong>The ILSTC Architecture: Chongqing, Qinzhou, Beibu, Malacca<\/strong><\/p>\n<p>The ILSTC begins in Chongqing in China\u2019s southwest. During World War II, the city served as China\u2019s wartime capital, its inland geography and distance from the coast making it relatively resistant to Japanese naval and air power. Today, Chongqing produces roughly one\u2011third of the world\u2019s laptops and is a major electric vehicle and automobile hub. Its industrial mass is inland. In a contingency, that economic output would be forced to move southwest rather than eastward toward the coast. And the ILSTC does precisely that, creating a trade route running from Chongqing to Qinzhou port in Guangxi, away from the Taiwan Strait, the East China Sea, and the exposed coastal port cities.<\/p>\n<p>At the coast sits\u00a0<a href=\"https:\/\/www.enterprisesg.gov.sg\/resources\/blog\/8-ways-singapore-firms-can-benefit-from-the-new-international-land-sea-trade-corridor\">Qinzhou Port<\/a>, the Beibu Gulf Port Group\u2019s main container hub. Together with Fangchenggang and Beihai \u2013 all three ports are situated on Guangxi\u2019s Beibu Gulf coast \u2013 it handled 10 million TEUs (Twenty-foot Equivalent Units) in 2025, with ILSTC shipments exceeding 1.4 million TEUs and corridor throughput growing 50 percent year\u2011on\u2011year since the 2017 pilot.<\/p>\n<p>Added to this is the <a href=\"https:\/\/www.straitstimes.com\/asia\/east-asia\/guangxis-pinglu-canal-to-boost-growing-trade-between-south-east-asia-and-china\">Pinglu Canal<\/a>, which Lee also inspected during his recent visit to Nanning. Construction is three months ahead of schedule, with trial voyages expected from July this year, and a commercial opening at the China-ASEAN Expo in September. The 134\u2011kilometer, approximately $10 billion waterway runs from the Xijin Reservoir in Guangxi to the Beibu Gulf near Qinzhou, bypassing the Pearl River Delta and Guangdong. It cuts 560 kilometers off the route from Nanning to the open sea, reduces the distance between Nanning and Singapore by up to 740 kilometers, and is projected to save about $730 million in logistics costs annually once at full capacity. Crucially, the canal plugs into the Xijiang inland waterway network, reaching west into Yunnan and Guizhou. For the first time, these provinces will gain direct sea access to ASEAN markets without touching the western Pacific or the Taiwan Strait.<\/p>\n<p>Working in China\u2019s favor is the fact that the Beibu Gulf \u2013 or Gulf of Tonkin \u2013 is not an open, unprotected sea. To its east lies Hainan Island, home to the <a href=\"https:\/\/greydynamics.com\/secretive-yulin-naval-base-marks-prcs-rise-as-maritime-power\">Yulin Naval Base at Sanya<\/a>, China\u2019s primary submarine base in the South China Sea.<\/p>\n<p>Any attempt to interdict cargo in the Beibu Gulf, therefore, faces a very different risk calculus from doing so in the open South China Sea or the Taiwan Strait, enabling Beijing to cast a credible deterrent umbrella over the area.<\/p>\n<p>Beijing also understands that securing this gulf requires keeping Vietnam on its side.\u00a0Unlike the South China Sea, where China\u2019s nine-dash line claims remain fiercely contested by Hanoi, the Gulf of Tonkin has a\u00a0<a href=\"https:\/\/maritimeindex.org\/legal-document\/vn-china-agreement-on-delimitation-of-territorial-seas-eezs-and-continental-shelves-of-\">settled maritime boundary, agreed in December 2000<\/a>\u00a0and in force since 2004, covering both countries\u2019 territorial seas, exclusive economic zones, and continental shelves. In March 2026, the Chinese and Vietnamese navies\u00a0<a href=\"https:\/\/www.facebook.com\/ThePLANavy\/posts\/chinese-vietnamese-navies-conduct-40th-joint-patrol-in-beibu-gulfbeijing-march-2\/136927559782770\">completed their 40th joint patrol<\/a>\u00a0in these waters. Taken together, Beijing is managing Hanoi bilaterally so Vietnam does not become a hostile chokepoint on the corridor\u2019s southern leg.<\/p>\n<p><strong>ASEAN, UNCLOS, and Singapore\u2019s Indispensability<\/strong><\/p>\n<p>Aside from Vietnam, ASEAN\u2019s littoral states are the other decisive variable in China\u2019s ILSTC calculus.<\/p>\n<p>China\u2019s expansive claims in the South China Sea \u2013 and the <a href=\"https:\/\/en.wikipedia.org\/wiki\/South_China_Sea_arbitration\">2016 arbitral ruling<\/a> that found most of these were invalid under the U.N. Convention on the Law of the Sea (UNCLOS) \u2013 are well known. Yet in the present configuration, Beijing has a strong interest in ASEAN defending UNCLOS at the Strait of Malacca.<\/p>\n<p>Singapore\u2019s Foreign Minister <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/strait-malacca-open-indonesia-malaysia-vivian-balakrishnan-6073151\">Vivian Balakrishnan<\/a> has stressed that Singapore, Malaysia, and Indonesia are \u201cstrategically aligned\u201d in keeping the Strait of Malacca open, operating on the basis of UNCLOS, with transit passage guaranteed to all. For Beijing, an UNCLOS\u2011compliant, non\u2011aligned Malacca is precisely what keeps the ILSTC\u2019s terminal leg open \u2013 even if it will never say so aloud.<\/p>\n<p>To be fair, neither China nor America likes being constrained by international law at sea. Both, however, benefit from instrumentalizing ASEAN\u2019s adherence to UNCLOS as a shield against their rival\u2019s escalation. Washington cannot blockade the Strait of Malacca without undermining the same legal regime it invokes against China in the South China Sea.<\/p>\n<p>Against this backdrop, Singapore is not without a good deal of agency.<\/p>\n<p>Its <a href=\"https:\/\/en.wikipedia.org\/wiki\/Changi_Naval_Base\">Changi Naval Base<\/a> hosts visiting U.S. aircraft carriers and submarines. The <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/us-singapore-enhanced-defence-agreement-third-upgrade-bilateral-collaboration\">2015 Enhanced Defense Cooperation Agreement<\/a> deepened U.S.-Singapore defense ties to the point that analysts judge Singapore\u2019s strategic value to Washington as exceeding that of some treaty allies. The U.S. flies P\u20118A Poseidon maritime patrol aircraft from Singapore, covering the \u201cbase leg\u201d of anti\u2011submarine surveillance across the South China Sea.<\/p>\n<p>At the same time, Singapore is a co-architect of the corridor\u2019s design, operations, and governance. Under the CCI, Singapore and Chongqing serve as the corridor\u2019s dual hubs, with the CCI administrative bureau formally describing the ILSTC as \u201ca strategic corridor jointly built by China and Singapore.\u201d On the commercial side,\u00a0<a href=\"https:\/\/www.enterprisesg.gov.sg\/resources\/blog\/8-ways-singapore-firms-can-benefit-from-the-new-international-land-sea-trade-corridor\">Pacific International Lines<\/a>, Singapore\u2019s largest home-grown container shipping company, runs twice-weekly services between Singapore and Qinzhou, forming the sea leg of the corridor. On the digital side, the\u00a0<a href=\"https:\/\/www.imda.gov.sg\/resources\/press-releases-factsheets-and-speeches\/factsheets\/2025\/digital-new-international-land-sea-trade-corridor-mou\">Digital ILSTC MOU<\/a>\u00a0signed between Singapore\u2019s IMDA and Chongqing Municipal Government in December 2025 \u2013covering AI, blockchain, data analytics and digital trade policy \u2013 gives Singapore governance architecture over the corridor\u2019s data and logistics intelligence layer. At its current scale, Singapore is embedded in every layer of the ILSTC.<\/p>\n<p>The ILSTC shows that to remain truly relevant, Singapore must make its own elimination disproportionately expensive to everyone. For Beijing, this means that forcing Singapore into the American camp would cost it the terminal leg of its primary wartime supply bypass. For Washington, losing Singapore to the Chinese camp would mean surrendering its main South China Sea logistics node and a core pillar of its Indo\u2011Pacific posture.<\/p>\n<p>Therefore, Lee\u2019s visit to Nanning should be seen as one move in the maintenance of the strategic architecture, which contributes to Singapore\u2019s continuing indispensability to regional stability.<\/p>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>Singaporean Senior Minister Lee Hsien Loong examines a model of the Qinzhou Automated Container Terminal of Beibu Gulf Port, China\u2019s first automated container terminal for sea-rail transportation, in Nanning, China, May 19, 2026.
